This has been going on since last Wednesday, and the customers have to pay for a basically unusable connection. I'm pretty sure that this is a result of Time Warner implementing "packet shaping". Packet shaping evaluates the type of packets crossing the network and throttles packets related to Peer to Peer and Newsgroup data. The theory is that it frees up bandwidth for other users. They could, theoretically, also throttle VOIP data packets using the same technology in an effort to force people to buy TWC's VOIP services.

In a related bit of suckiness, I'm a few miles out of the service area for Verizon's VIOS (fiber to the door) service. They offer 15mb down, and 2mb upload, more than twice the speed for less money then the crappy Roadrunner service.

I'm exceptionally unhappy.
