I was listening to Alex Bennet's program this morning, and they were talking about the stolen elections in 2000 and 2004. Bennet's point was that there has always been voter fraud and there always will be voter fraud until some national standard in the voting mechanics emerges.
So, my idea; use the I.R.S. They've already got a massive database of Americans. What you would do is simply log on their site during election day and cast your vote - or go to any voting location where the electronic voting machines (which are all identical nationally) are wired directly into the I.R.S. The I.R.S would keep a record of your vote, and tabulate everything up. In the event of a recount, they'd simply run a report of the votes again.
This way you'd get one vote per person but I'm not sure how to filter out votes cast by the recently deceased. Hmm.. maybe no at-home voting. Everyone has to go to a voting location and show picture I.D.
That would be pretty secure.
