Then again, these types of chicken hawks worship Dick Cheney, who got himself four student deferments and when those ran out, another deferment for married men with children, in order to stay out of Vietnam.
Facing its worst enlistment crisis since the all-volunteer army began in 1973, the shortfall in manpower grew so acute that recruiters were forced to accept those with criminal records and pending criminal charges… and offer them enlistment bonuses ranging from $14,400 to $20,000 in addition to as much as $70,000 towards college loan repayments. To retain soldiers already enlisted, the Army was forced to offer as much as $150,000 to some soldiers in key areas as a means of retaining them. The Pentagon also asked Congress to lift the age of military recruits to 42, a full six years older than it had been three years earlier. Despite all of these inducements, admitted Lt. Gen. Franklin L. Hagenbeck at a Congressional hearing, "We will likely miss recruiting missions for all three components."Hey.. look there.. they raised the age to 42, meaning I could join now also. Oh shoot, they still won't take me. After all, it's okay to be a criminal and join the army - you just can't be gay.

Don't know where your quote came from but it's factualy wrong in part and badly skewed in part.
$150,000 bonuses are only available to Special Forces troops. The way this is worded makes this seem much more prevailant.
Current bonuses for everyone else range from $10,000 to $40,000. (Including the ones with past criminal records.)
Everyone who enlists can get college loans repaid up to $70,000 and it's been that way a long time.
No one with pending criminal charges are being accepted. It can't be done even if they wanted to. The courts have to finish with the individual first.
Those with criminal records have always been eligible for service unless they have a felony conviction. This has been carefully worded to avoid having to make that distinction.
The age hasn't been raised to 42 just yet, it's only a proposal at the moment.
And you can join and be gay. You just can't engage in "homosexual behaviors" (whatever that actually means) or tell anyone you are between enlisting and separating.
